サイト（ブログ）毎の判断ではないのではないでしょうか。

フロントページがAMP対応しなくてもGoogleではAMP対応サイトとして扱ってくれるのでしょうか？

そうではなく、もしAMP対応のブログにしたい場合はフロントページを固定ページで指定した方が良いでしょうか？
