の直接的な原因はtypoによるものではなく、WP-CLIの利用によるものなので、$_SERVERの判定についてWP-CLIを考慮した形にする必要がありそうです。

該当の 30行目の定数名 'DEBAG_VALU' も、いかにも typo に見えます。
